Emily Landis Walker Counsel Member, Private Sector Senior Advisory committee, US Department of Homeland Security
Emily Landis Walker was formerly a Managing Director at Citigroup holding senior positions in London and the U.S for 15 years in Emerging Markets Corporate Banking, Corporate and Investment Bank Merger teams, Retail and Institutional Asset Management, Traveler’s Life and Annuity and Global Wealth Management. During 2006 she was seconded by Citigroup to the United Nations World Food Programme (WFP) in Rome to launch an Emergency Network as part of the partnership between Citigroup and WFP and travelled extensively with the UN Special Envoy to Southern Africa.
She left her post as Chief of Staff to the Head of Emerging Markets Corporate Banking to take up the WFP assignment. Prior to this she served on the “9-11 Commission” as professional staff member and Family Liaison working with the New York Team to research Chapter 9 “Heroism and Horror” of the Commission’s Report and spear-headed the recommendation for “National Standards for Emergency Preparedness” for the Private Sector for which she received a National Award. From 1991-1993, Emily was appointed by the US Government to represent the United States on the Board of the European Bank for Reconstruction and Development (EBRD) in London and from 1989-1990 she served as Executive Secretary to the US Secretary of the Treasury, Nicholas Brady where she worked on the Brady Debt plan and G-7 Coordination.
Emily also worked for 8 years at the International Monetary Fund on staff and in the U.S. Director’s office. She has degrees from the University of North Carolina at Chapel Hill and Johns Hopkins School of Advanced International Studies in International Affairs and French. She has passed the Investment Management Certificate part of the UKSIP Level 3 Certificate in Investment Management. She is a member of the Department of Homeland Security Advisory Council’s Private Sector Senior Advisory Committee and an active speaker on Emergency Preparedness and Corporate Philanthropy. She in an American living in London and has two daughters, one at University in the U.S. and a senior at the American School in London.
Paul Hayden
Chief Fire Officer and Chief Executive Officer, Hereford & Worcester Fire and Rescue Service
Paul Hayden became the Chief Fire Officer/Chief Executive of Hereford & Worcester Fire and Rescue Service in 2005. In 2002, he was appointed as Deputy Chief Officer in Norfolk, with responsibility for Integrated Risk Management. Mr Hayden also has a number of Chief Fire Officers Association (CFOA) national responsibilities. He chairs the CFOA Inland Water Strategic Group, represents CFOA on the Environment Agency Strategic Working Group and is an advisor to the Local Government Association on water matters. During the summer 2007 floods, he established and led the CFOA Flood Support Team.
Mina Patria Risk Market Development, British Standards Institution
Mina Patria is Risk Market Development Manager for BSI. Her previous roles include working as an Editorial and Publishing Consultant on a Global Xchange project for the British Council, as Publishing Director of product and market developments for the careers and educational markets, and as Publisher of value-added products and services for BBC programmes and campaigns. These roles have spanned both the public and private sectors, harmonising the needs of education, policy and industry. A by-product has been an increasing depth of understanding in how organisations work, how they succeed in a shifting marketplace and the importance of aligning strategy with operations. This interest is now forming a large part of her work on Risk and BCM.
A seasoned Broadcast Journalist, Hazel has spent 18 years as an on screen correspondent for Sky News, she’s covered UK floods from Towyn to Yorkshire, Boscastle to Gloucestershire. Recent work has included film strands for BBC TV News, including in depth reporting on floods and flood management. Hazel also presented the Flood Rescue training DVD, “Having the Knowledge” - used as a training resource by Flood Fighters across the UK. Her Media Training courses are recognised on MBA & MSc, courses at the University of Birmingham where she guest lecturers. Her company , Westwood Media regularly provides tailored Media Training for the Emergency and Rescue Services and Crisis Media Management for both public & private sectors. Now also at the cutting edge of new media consultancy, Westwood Media consults on webcasting and podcasting – reaching more communities with key messages.
Denica Lundberg is a project manager at London First, a business membership organisation which campaigns to make London the best city in the world to do business. She leads on the organisations resilience agenda and works to promote London as a safe and resilient city. Denica’s background is in communications; she works with business, government and the police services at a strategic level, to represent the views of business, encouraging progressive ideas and innovative partnerships.
Denica joined London First in 2003 and has managed a variety of projects including counter terrorism training days for business, she managed the joint mentoring programme for senior police and business leaders and also set up the resilience network, a membership network of more than 1500 heads of business continuity and risk managers from major London businesses, that regularly meet to discuss and share good practice on issues relating to business continuity and major incidents. Prior to joining London First, Denica lived in South Africa and work in the diamond industry for and independent grading laboratory.
Simon Lewis Chief Superintendent – Metropolitan Police Service, New Scotland Yard.
Simon Joined the Metropolitan Police Service (MPS) in 1979 and has been a uniformed operational officer in the capital throughout his career. As a Chief Inspector he was responsible for the Territorial Support Group for the North West London area, leading a full-time public order unit trained to the highest levels for policing public disorder. He is trained as a strategic and operational commander for public order and major/emergency events at an advanced level and regularly assumes the responsibilities of GOLD (Strategic) or SILVER (Tactical) Commander. In these roles he has been involved in the policing of many events over the years; including Notting Hill Carnival, Trafalgar Square New Years Eve Celebrations in central London and London May Day anarchist disturbances. Simon has also had the privilege of being Silver Commander for Trooping the Colour (Her Majesty the Queen’s Birthday Parade) in 2006 and 2007 and will undertake this role in 2008. He spent a period of time as Silver for the London Bombings on 7th and 8th July 2005 overseeing officer deployments to secure the numerous crime scenes and deploy security patrols to protect the capital. He was also Silver Commander for the consequence management strand following the murder of Alexander Litvinenko - which triggered a major public health emergency across London. Simon is the chair of the London Emergency Services Liaison Panel.
He is currently responsible for MPS Emergency Preparedness in London. This includes business continuity, emergency planning, crisis management and cross business group coordination in both times of emergency and in pre-planning. It also includes the MPS strategic link with the London Resilience Team and London Resilience Partnership.
Simon has a Masters Degree in Business Administration (MBA) from Hertfordshire University where he conducted research into the performance culture in Policing.
Ger van Opstal Chief Operational Affairs, Fire Service of Haaglanden
Ger van Opstal is a police officer who in 2007 was posted as Chief of Operational Affairs of the regional Fire Service of Haaglanden (The Hague county).
After his graduation at the police academy in 1983 he started as an inspector at the municipal police of The Hague. He was active in various branches of police work in what later became the regional police service of The Hague county. This included the command of the incident room, road accident investigation unit, criminal intelligence unit, community policing as head of several police stations.
In 2003 he became Chief of the Conflict and Crisis Management Office. This office is responsible for the preparation and coordination of large scale police operations, preparation on crises and disasters and the maintenance of the riot squads.
During his whole career he has been in command of various units of the riot squads. He has also been active as a bronze and silver commander within large scale police operations (including riots, soccer matches, demonstrations, strikes, royal funerals)
Presently he is also responsible for the multidisciplinary planning and preparation for the regional program of flood control.
