Chief Fire Officer Johan Hannan
Fire Chief, Charlotte Fire and Rescue Service, North Carolina
Jon B Hannan is the Fire Chief and Homeland Security Director for the City of Charlotte. As the Fire Chief, Chief Hannan is responsible for all fire department functions. As the Homeland Security Director, Chief Hannan co-ordinates with State and Federal Officials to support and fund initiatives important to the safety and security of Charlotte.
Hannan joined the Charlotte Fire Department in 1978 as a dispatcher and began his firefighting career in 1983. He was promoted to Captain in 1987 and served a special assignment as a Training Officer at the Fire Training Academy from 1993 to 1996. He was named Battalion Chief in 1996 and Deputy Chief in 1999.
He received his bachelor’s degree in Fire Safety Engineering from the University of North Carolina at Charlotte and his associate degree in Fire Protection Technology from Central Piedmont Community College.
Hannan is a graduate of the Professional Executive Leadership Academy of the University of North Carolina, School of Government and holds a Chief Fire Officer Designation from the Commission on Fire Accreditation International. The North Carolina League of Municipalities awarded Hannan the George C Franklin award, presented each year to the most outstanding student in the University of North Carolina’s Institute of Government’s Municipal Administration course. He is a United Way Leadership donor.

Chief Fire Officer Paul Hayden, MA, MSc, MIFireE
Hereford and Worcestershire Fire Service
Paul Hayden became the Chief Fire Officer/Chief Executive of Hereford & Worcester Fire and Rescue Service in 2005. In 2002, he was appointed as Deputy Chief Officer in Norfolk, with responsibility for Integrated Risk Management.
Mr Hayden also has a number of Chief Fire Officers' Association (CFOA) national responsibilities. He chairs the CFOA Inland Water Strategic Group, represents CFOA on the Environment Agency Strategic Working Group and is an advisor to the Local Government Association on water matters. During the summer 2007 floods, he established and led the CFOA Flood Support Team. |

Greg Slater
Deputy Director General, NSW State Emergency Service, Australia
Greg Slater was born on 18 November 1962 in Sydney. In 1981 he joined the Australian Federal Police in Eastern Region. In 1982 he transferred to ACT Region where he undertook further training at the Australian Federal Police College, Weston. Upon graduation he was posted to General Duties and the Police Rescue Squad, where he served until 1986.
From 1986 to 1987 he served with the 25th and 26th Contingents of the Australian Civilian Police, attached to the UN Force in Cyprus (UNFICYP) where he was awarded the AFP Commissioners and the UN Force Commanders’ Commendation for brave conduct.
In 1987 he returned to the ACT where he recommenced duties with the Australian Federal Police Rescue Squad. He developed the Service’s capability in Vertical Rescue, Swift Water Rescue, Search and Rescue Co-ordination and Disaster Victim Identification. He was also involved in the development of leadership, team building and survival training for senior Australasian Police undertaking MOSC (Management of Serious Crime) studies.
From 1992 to 1994 he returned to General Policing where he also served as a member of the AFP's Special Operations Team. In 1994 he transferred to Norfolk Island Police, where he served for three years.
In May 1998 he commenced service with the NSW State Emergency Service as Division Controller, Oxley on the NSW Mid North Coast. During the April 1999 Sydney Hailstorm he led the Vertical Rescue Task Force, which co-ordinated the multi-agency technical response to high rise buildings in Sydney’s Eastern Suburbs. In March 2001 he was the SES Operational Controller for the Mid North Coast Floods in Oxley Division, where he led the Service’s response operations in the Kempsey area.
He re-entered the Australian Federal Police in May 2001 and was posted as a member of the Australian Civilian Police 6th detachment for the UN Transitional Administration East Timor (UNTAET). His main focus was the provision of Investigations, Emergency Management and Operations training for senior officers of the fledgling Timor Lerosae (East Timor) Police Service. He led the Investigations Team and later undertook the role of District Operations Controller in the Viqueque District of East Timor.
He assumed the appointment of Deputy Director General (DDG) of the NSW SES on August 23, 2004 at the SES Headquarters, based in Wollongong. His role as DDG includes operations management as the Deputy State Operations Controller, the leadership and development of the Service’s 17 Region Controllers and membership of the Service’s Senior Executive Group.
His emergency management education includes studies through the Emergency Management Australia Institute, in the fields of Emergency Operations, Civil Defence Operations, Emergency Risk Management and Exercise Management. He holds a Masters Degree in Public Administration from the University of Sydney.
He is a member of the International Association of Emergency Managers, Australian Road Rescue Organisation, Institute of Public Administration Australia, United Nations Police Association of Australia, the Australian Bravery Association and University of Sydney Alumni.

Deputy Chief Jeff Dulin
Charlotte Fire Department
Jeff Dulin has been in the fire service for 27 years including 25 years as a volunteer firefighter in Mecklenburg County. He joined the Charlotte Fire Department in 1983 and was assigned to the Department’s Heavy Rescue Company. In 1988, Jeff was promoted to the rank of Fire Captain and served two years on the Department’s Hazardous Materials Response Team. He served another two years as a Training Officer, responsible for Recruit Training and Department-wide Rescue Training, before going back to a Rescue Company as a Captain.
In the early 1990’s Jeff helped to develop the department’s Swift Water Rescue Training Program. This was one of the first department wide Swift Water Rescue training programs in the country. Jeff worked to incorporate the Swift Water Training throughout North Carolina and became part of the State’s Emergency Response Team. In 1996 Jeff received the Higgins and Langley Swift Water Award from the National Association for Search and Rescue. Jeff has taught Swift Water Rescue and Flood Management courses across the nation. In 1997, Jeff was promoted to the rank of Battalion Chief and became active in the National Fire Academy’s first class on Terrorism Response training for First Responders. Jeff led the Charlotte Fire Department in the development of the Charlotte Mecklenburg Advanced Local Emergency Response Team (ALERT), a multi-agency, multi-discipline Anti-Terrorism Unit. In 2000, Jeff was assigned full time to oversee the Department’s terrorism response training, as well as rescue and haz-mat services. During this time Jeff developed the department’s Urban Search & Rescue team which is the only one of three in the state. Jeff also developed the department’s Regional Hazardous Materials Response Team.
In December 2002, Jeff was promoted to the rank of Deputy Chief.
Jeff’s educational background includes an Associate’s degree in Fire Science from Central Piedmont Community College and a Bachelors Degree in Fire Administration from the University of Maryland. Jeff is currently working on a Masters in Homeland Security from the Naval Postgraduate School in Monterey , CA. Jeff serves on the N.C. Terrorism Task Force, the N.C. Regional Haz-Mat Response Team Committee, and the N.C. Urban Search & Rescue Task Force Committee. Jeff has been involved with the Federal Emergency Management Agency, the International Association of Fire Chiefs and the Office of Homeland Security, in the preparation of America’s First Responders for Domestic Preparedness as well as natural disasters. Jeff also has worked with the Police Executive Research Forum on Police and Fire cooperative programs. Jeff has earned his North Carolina Emergency Management Level One Certification and is working on his National EM Certification. Jeff has responded to nine federal disasters including Hurricane Katrina.
Jeff has been a champion for community service in his involvement in the United Way and the Arts & Science Council. Jeff served as the citywide chairperson for the City of Charlotte’s 2000 United Way Campaign. Jeff earned the rank of Eagle Scout in the Boy Scouts of America in 1978.

Michael A. Sprayberry
Deputy Director
North Carolina Division of Emergency Management
Mike Sprayberry was selected as the Deputy Director of the NC Division of Emergency Management in July 2005. His responsibilities include the direct management of the Operations Section and the Division budget.
Mr. Sprayberry served in the United States Marine Corps and the North Carolina Army National Guard for 25 years as a Field Artillery and Infantry Officer. He is a graduate of the Army Command and General Staff College. Mr. Sprayberry also has a BA and an MA from the University of North Carolina at Charlotte.
He and his wife, Laura, reside in Raleigh and have two daughters, Alison and Megan. Laura and her family are from Columbia, NC. |

Reuben F. Young
Secretary of the N.C. Department of Crime Control and Public Safety
Reuben F. Young serves as the eleventh Secretary of the N.C. Department of Crime Control and Public Safety. As CCPS secretary, he serves as the sole representative on the Governor's Cabinet for the state's law enforcement and emergency management community. He also is in charge of the state's homeland security coordination.
Young was appointed to the position in January of 2009 by Governor Bev Perdue. Immediately prior to his appointment, Young served as chief legal counsel for Governor Michael Easley.
Young received his Juris Doctorate from North Carolina Central University School of Law in 1985. A native of Chattanooga, Tennessee, he graduated from Sanderson High School in Raleigh, North Carolina and received his Bachelor of Arts from Howard University in Washington, D.C.
From 1985-1995, Young lived in Austin, Texas. He worked in the Elections Division of the Secretary of State's Office from 1985-1987, before entering private law practice. From 1988-1992, he worked as an assistant district attorney for Travis County before returning to private practice in 1992. In 1994, Young served as Assistant Attorney General for the state of Texas. He returned to North Carolina in 1995 and worked as both Associate and Assistant Attorney General in the N.C. Department of Justice representing the Department of Crime Control and Public Safety. He remained in that department until 2001, when Governor Easley appointed Young as deputy legal counsel. He served as the governor’s chief legal counsel from 2003 until his appointment as Secretary of Crime Control and Public Safety.
As secretary for the department, Young also serves as a member of the Governor’s Crime Commission and on the Board of Directors of the Criminal Justice Information Network. In addition, he is currently serving as chair of the State Emergency Response Commission.

Mandy MacKenzie
Civil Contingencies Secretariat, Cabinet Office UK
Mandy has been a civil servant for over 20 years. She has knowledge and experience of policy development, transposition of European Directives and development of Regulations and Approved Codes of Practice. She has a background in Health and Safety; working for both the Health and Safety Executive and the Channel Tunnel Safety Authority for many years.
For the past 4 years Mandy has worked in the Civil Contingencies Secretariat (CCS). The Unit sits within the Cabinet Office at the heart of central government. It works in partnership with government departments, the devolved administrations and key stakeholders to enhance the UK's ability to prepare for, respond to and recover from emergencies.
Mandy’s responsibilities include project management under the Capabilities Programme for two key workstreams –Flooding and Warning and Informing. She gives strategic direction to guide and support integrated contingency planning and preparations to improve the UK’s resilience.
Mandy also acts as part of the CCS team providing support to COBR (Cabinet Office Briefing Room) which is the strategic coordination facility of the UK Government that is activated during major events. Her crisis management experience includes the poisoning of Alexander Litvinenko, major Flooding in 2007, Foot and Mouth Disease, Avian Influenza outbreak and the current Swine Flu pandemic. |
